The Kansas intrastate rule
Federal USDOT registration depends on the vehicle and operation. The rows below show what Kansas requires for carriers operating inside the state. Our state DOT number requirements table holds the same answer for every state. A field reading "Not confirmed" means this guide has no verified figure for that field.
The KCC regulates motor carriers as defined in 49 CFR 390.5 (K.S.A. 66-1,108b), whose commercial motor vehicle starts at 10,001 pounds, more than 8 passengers for compensation, more than 15 passengers otherwise, or placarded hazardous materials. The Kansas Highway Patrol names the K.S.A. 66-1,129(c)(1) to (8) exceptions for some wholly intrastate operations; the most common is a private carrier running only in Kansas between 10,001 and 26,000 pounds with Kansas registration on the power unit. That exception never covers for-hire hauling, vehicles for 16 or more passengers, or placarded hazmat, and wholly intrastate Kansas farmers need no USDOT number.
K.A.R. 82-4-8h requires each Kansas-based motor carrier to obtain a USDOT number and mark its vehicles under 49 CFR 390.21, and the KCC keys every KTRAN account, including an out-of-state carrier's, to the USDOT number.
Kansas carrier-number record
Kansas issues no separately branded state carrier number. The KCC grants intrastate authority (a certificate, license or permit) in KTRAN against the carrier's USDOT number, and on registration issues per-vehicle credentials for each truck (K.S.A. 66-1,139(c)). A carrier based outside Kansas asks the Transportation Division to add its USDOT number to KTRAN and issue a PIN before signing up.

No Kansas agency issues the USDOT number. Holding apportioned plates or Kansas commercial registration does not by itself mean a vehicle needs one; the Highway Patrol treats the registration and USDOT requirements as separate.
